CEO of Second Opinion Software: Tim holds a BS in Computer Science from California State University, Dominguez Hills. He is a specialist in network integration and custom programming, working with private companies and government agencies to plan and implement their technological requirements. His ability to understand clients’ needs, identify and achieve solutions, coupled with a comprehensive knowledge of technology, makes him the visionary behind the development of workable telemedicine applications.

Charlene Apel

President of Second Opinion Software: Charlene holds a BA in Sociology from Immaculate Heart College, Los Angeles. She manages corporate strategic planning, monitors the overall timing for software development, and handles all contract negotiations. She maintains daily business operations while making decisions that are based not solely on numbers but upon the best interests of our clients.
